MD-Settings - "Manage popups" link url doesn't exist

Chrome Version: 54.0.2837.0

What steps will reproduce the problem?
1. Navigate to http://www.popuptest.com/popuptest1.html
2. Click the "Popup blocked" button
3. Click the "Manage popup blocking" link

What is the expected result?
Link navigates to chrome://settings/siteSettings/popups

What happens instead of that?
Link navigates to chrome://settings/contentExceptions#popups
And then redirected to chrome://settings

I'm unable to reproduce this on the latest canary on Mac

The link navigates to chrome://settings/contentExceptions#popups, but it does not redirect to chrome://settings

Does this only happen with MD? Can you submit a screencast?

Correct, only when MD-settings is enabled. Attached screencast for clarity.
