Group extremely similar alerts better

I was browsing the Chromium.Perf tree on staging and noticed that there were a ton of alerts failing on the same builder with the exact same revision range:

I think this would be pretty annoying for sheriffs. We probably want to rework how we group alerts some?

They're all grouped similarly because of device failures. I'm working on something to detect those device failures and surface them in a much nicer way.

I think there are a few bugs that are very similar to this. I'd be fine to merge or archive this.
