Sharing a downloaded page only shares the URL

OS: Android N, Nexus 7

What steps will reproduce the problem?
(1) Ensure device is online
(2) Navigate to a site (e.g. reddit.com)
(3) Click the download button
(4) Go to the downloads home
(5) Long-press on download
(6) Click "Share" button
(7) Share to Keep or something similar

What is the expected result?
Shared the saved page

What do you see instead?
Shared just the online URL for the saved page
