BattOr not being detected on new HighDPI Windows 10 bots.

Project Member Reported by rnep...@chromium.org, Aug 26 2016

Issue description

It is likely the proper drivers are not installed. Can someone check if there is an undefined serial device?

If so, we need to install the FTDI VCP driver.

Peter, if you are not the correct person to assign, please reassign.

Looks like BattOr tests are showing up on a current run. Was our theory about the driver correct?
