Regression: Blue focus ring is seen missing for uber on tabbing

Version: 54.0.2837.0/8742.0.0 (Official Build) dev-channel peppy,blaze
OS: Chrome OS

What steps will reproduce the problem?
(1) Sign in to user >> Sign out >> Now hit tab until you reach 3 dot menu to add supervised user >> Now again hit tab and observe for blue focus ring on it

Expected: Focus ring around uber tray should be seen.
Actual: Instead no focus ring is seen around uber tray.

This is a regression issue as it is working fine in 53.0.2785.81/8530.69.0 beta channel mighty.

Able to reproduce the issue on Peppy using chrome version 54.0.2837.0/8742.0.0.

Adding the stable blocker.please feel free to remove if not required.
