Regression: Search bubble is not visible properly at collapse section.

Chrome Version :54.0.2840.0 (Official Build) 1ae106dbab4bddd85132d5b75c670794311f4c57-refs/heads/master@{#414607}-32/64 bit
OS: Windows(7,8,10)

Steps:
1. Launch Chrome and navigate to chrome://md-settings
2. Type 'dd' in Search field, scroll down the page and observe section like 'Manage search engine', 'Language',etc

Actual: Search bubble is not visible properly after typing letter 'dd' in search field.

Expected: Search bubble should be visible properly after typing letter 'dd' in search field.

This is regression issue broken in 'M-54', below is narrow bisect:
