chrome://settings/. "On startup". Option "Continue where you left off" does not work after run incognito mode

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. Run browser not in incognito mode.
2. Open "chrome://settings/" in new tab. In group "On startup" choose item "Continue where you left off". Close tab.
2. Open some tabs.
3. Close browser window.
   Now browser's process is not running (no other windows exists).
4. Run browser with "--incognito" option.
5. Do some work in incognito mode or do nothing.
6. Close browser window.
   Now browser's process is not running (no other windows exists).
7. Open browser not in incognito mode.

What is the expected behavior?
8. Open tabs, that was opened at step 2.

What went wrong?
8. Tabs, that was opened at step 2, not restored. If user press Control+Shift+T, tabs will be restored.

Did this work before? N/A 

Chrome version: 52.0.2743.116  Channel: stable
OS Version: 
Flash Version: 

Users does not want press any keys to restore last opened tabs.
If at step 4 open browser not in incognito mode, tabs will be restored (without keys press).
 
This bug work on Linux and Windows.
