Regression: Transition is not smooth while navigating[forward/back] in site settings

What steps will reproduce the problem?
(1) Launch chrome and go to chrome://md-settings/siteSettings >> Select any exception >> Go forward/backward and observe transition[Please refer video]

Expected: Transition should be smooth while navigating.
Actual: Instead content is seen on sides while navigating forward/backward.

This is a regression issue broken in M54.

Able to reproduce this on the latest M-54(54.0.2840.0) on Linux Ubuntu 14.04 and Mac OS 10.11.6 as well.

I can't get anything from that video, but the animation is smooth for me, probably as a result of my recent fixes.
