Regression: Scrollbar of Add languages dialog box does not scroll smoothly via keyboard.

Version:54.0.2840.0 (Official Build) 1ae106dbab4bddd85132d5b75c670794311f4c57-refs/heads/master@{#414607}
OS: Window (7,8,10)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/languages
2. Click on 'Arrow' icon and click on 'Add languages' link such that dialog box gets open.
3. Press 'Down arrow' key from keyboard and observe scroll.

Actual: Scrollbar of dialog box does not scroll smoothly.
Expected: Smooth scrolling should be seen.

This is regression issue, broken in 'M 54' and below is narrow bisect:

Able to reproduce the issue on Windows-7 using chrome latest stable #55.0.2883.75 and latest canary #57.0.2944.0.
