drop-shadow filter makes overflow scrolling very slow, but document scrolling is not effected

Issue description

Google Chrome	54.0.2839.0 (Official Build) canary (64-bit)
Revision	911ba12253b14bfe874a321c57031f5ac534ce31-refs/heads/master@{#414243}
OS	Mac OS X 

This is on my retina MBP (but also happens on a Chromebook Pixel)

Compare the two attached test cases, the body case scrolls quickly, while the overflow case scrolls very slowly. The time is all spent inside the GPU process inside the swap buffers call.

This is related to  issue 641223 .
