row/column announcement option when navigating a table in Docs

Reported by nimerjaber1@gmail.com, Aug 26 2016

Issue description

Mode: force_next
Version: 54.0.2837.0
Reproduction Steps:
1. Enable Chromevox Next.
2. docs.google.com
3. Insert a table with three rows and three columns.
4. CVox+CTRL+Alt+left, right, up, or down arrows
Expected: A user would have an option to choose whether row/column announcements are spoken... it is difficult for some users to navigate tables without these announcements that are available in all other screen readers.
Actual: These row/column announcements are not present.

Docs has it's own commands for moving around a table
Docs commands are incredibly terrible and take way too long to perform. I
would very much hope ndat, if possible, you all would reconsider... at
least consider bringing up with the Docs team, where possible, to integrate
the delightful nav in Chromevox into Docs commands. Docs as it stands, for
me anyway and I am one out of many, is unusable for any sort of editing
beyond a simple text file due to the terrible commands. While this is not
specific to Chromevox, the default Google experience ith a Chromebook and
Google Docs ought to be much, much better, and the integration should be
much better. It is not practical to tell a user that in one Google product,
a set of commands works and works well, and in another it does not. I
understand the reason for some of this, and it is technical, but I hope
that a way could be found to enable a mode to allow screen reader users use
the commands they already are used to or, failing that, to create a
read-only mode where these commands can be used. This is not applicable to
tables either, and could apply to headings and other elements. I apologize
for the long ramble on this bug, but I do feel pretty strongly about this.

Thanks.
