Add keyboard shortcut and enable support for voice dictation in Docs

Issue description

Mode: force_next
Version: 54.0.2837.0
Reproduction Steps: 
1.Enable Chromevox Next.
2. docs.google.com>>blank document.
3. CTRL+Shift+S to begin dictation.
Expected: When a user begins talking, the text is placed in the document. A user would be able to start and stop dictation without Chromevox speaking with the press of a keyboard shortcut.
Actual: No text was entered, no matter how nice I was to it... it was sort of like talking to Siri without an internet connection... except without the "I can't do a thing for you" message. Ideally, a user would have the ability to begin and end dictation with the press of a hotkey, and Chromevox would not talk while this process was going on.

Did you give permission to allow dictation?

I get the voice typing permissions, voice tpying on/off is uttered, and <text. deleted is uttered when text is inputted. 
i.e. it technically works, but the screen reader UX can be improved on the Docs side.
