Announce point size when increasing and decreasing font size

Reported by nimerjaber1@gmail.com, Aug 26 2016

Issue description

Mode: force_next
Version: 54.0.2837.0
Reproduction Steps:
1. Enable Chromevox Next.
2. docs.google.com>>blank document.
3. This is line one.
4. Select all with CTRL+A
5. Increase font size... CTRL+Shift+.
Expected: The user would receive an announcement that the font has been increased to 12-point, or whatever point size.
Actual: A user receives a message that the font has increased. For a user to determine the font size, he/she must then press another command in order to determine formatting.

It should work with Braille mode on or off

Nothing ChromeVox can do here. This comes from live region announcements within Docs.
