The "page downloaded" snackbar's Open button takes you to Downloads Home istead of opening the page.

1. Open web page, click Download button
2. See the "www.foo.com downloaded.   [Open]" snackbar
3. Click Open button on snackbar

Expected: the saved page opens in a tab
Observed: Downloads Home opens instead.
