Unable to use Chromevox find upon reboot of Chromebook

Issue descriptionMode: force_next Version: 54.0.2837.0 Reproduction Steps: 1. Enable Chromevox Next. 2. Reboot the Chromebook. 3. Once logged in and Chromevox comes up talking, navigate to any site and attempt to invoke the find command. Expected: Find is invoked, and a user can locate content. Actual: Nothing happens... no find until a user disables and re-enables Chromevox.

Confirmed. SEarch+slash doesn't work for me most of the time. 54.0.2837.0
