remote_run_result flaky is really confusing and useless

remote_run_result being flaky and triggering the flakiness pipeline is really confusing. It ends up in the sheriffing queue, and just confuses them.

In addition, I'm not sure if it's really useful to even have this ever fail. Why is this failing in the first place?
