Add BuildInfraFailAlert to each master that doens't have it

As a result of this outage:

We want to send this even per master instead of overall so we can catch issues sooner. master.chromium.try was failing for ~6 hours before the overall alert level was reached which made debugging more difficult.

I don't think above CL covered all masters. From my reading it added alerts just for master.chromium and master.chromium.fyi, and we had to remove the first because of the noise (cl/135651652).
