We're discussing sentence vs. title here because the title text is a bit awkward. It's conversational style is friendly, but reading "Is This the" looks wrong and unpolished. I would shoot for a shorter reworded title.
The dialog's message is also awkward. I'm not an English major but I'm guessing that "This extension has changed what page is shown" is not grammatically correct. And using "this" at the beginning of the sentence is vague (same problem in the title). I think it's more customary to say, "The extension <<Extension Name>> has changed...." While it might seem redundant, the "This extension" wording assumes I can identify the extension just by its icon (that has not been my experience in general).
The dialog's message is not 100% accurate either. It states that the extension has changed the page that's shown when you click the home button. That's true, but you will also see this page when you choose File -> New Tab. And what does this mean if I don't have a home button showing? Seems like you want to say that it's changed the page you see when you create a new tab. ***
Lastly, the button titles are not super helpful because they are somewhat vague, talking about "changes" and "settings". Changes to what? Which settings? Ideally I can figure out how to proceed just by reading the dialog's title and the button titles, but that's not so much the case here. What's more, the dialog's message describes a single change, yet the user is being asked to "Keep changes" (plural) or "Restore settings" (plural). As a user I am now nervous because I it seems like multiple settings might change if I click what effectively is the cancel button.

*** (my comment in response: Actually, the dialog is correct. This is warning of a setting change that *only* affects the home page. Usually, the home page setting is to the new tab page - this overrides that, but the NTP remains the same. So if you never use the home button, this never does anything.)
In addition to the language tweaks, there are other places for polish:
- When these bubbles pop up is unpredictable and often ill-timed
- Some bubbles are "sticky" (ignore focus loss), others aren't. Sticky ones are annoying, others are easy to forget. Nothing is consistent.
- The bubbles'buttons are unopinionated.
- They inconsistently point to extension icons vs wrench menu
Ideally, these will be addressed as part of the UI bubble overhaul that's happening. Assigning to ainslie for triage.
