IME menu on shelf doesn't open language and input settings if settings is already open

Go to language and input settings
Check the "Show input options in the shelf" checkbox
Close language and input window
Leave settings window open
Open chrome (So settings window goes to background)
Click the system IME menu 
Click the gear button

Expected: Language and input settings open
Actual: Just the existing settings page opens (without the language and input popup)

This bug also repos on the system IME menu. It should be a regression in language and input settings page. Maybe someone else could deal with this bug.

We should address this in MD Settings.

I can't reproduce this in the old settings and it shouldn't be an issue in the new settings.
