Support OSDD suggestionPrefix/suggestionIndex params

See documentation in http://www.opensearch.org/Specifications/OpenSearch/Extensions/Suggestions/1.1#Declaring_a_URL_for_follow-up_search_queries .

We already support something like suggestionPrefix as google:originalQueryForSuggestion.  We used to have something like suggestionIndex, but after implementing AQS, that fell by the wayside.  Still, I don't think this would be hard to support, as we already collect the data internally (since it's part of the AQS data).

Once this support is done we should kill google:originalQueryForSuggestion.

Note: be sure search logging folks are OK with any increase in empty "&oq=".
