Login: Security Key error scrolled off screen

On a Pixel (link) device, logging in with an account with 2-factor auth with an unregistered security key, no error message appears to show up when I tap the key. If I scroll the page I see the error message.

(Also, we really need a 'login' component instead of just OOBE).

The component is 'StartScreen'

zalcorn@ this is tricky. GAIA can return UI that doesn't fit in our container. We need to coordinate with them to do the right thing.
