What steps will reproduce the problem?
(1) Login to a user
(2) Click "Settings" in the bottom right 
(3) Settings window shows up 
(4) Click the "close" button or any of the 3 window decoration buttons.

What is the expected output?
Settings window should close

What do you see instead?
Settings window stays
