Settings window can't be closed using window header

Chrome Version: 54.0.2837.0 canary
OS Version: 8740.0.0

What steps will reproduce the problem?
1. Open the Settings window through the system menu
2. Try closing the window using the "X" in the header (via mouse or touch)

What is the expected result?
Window closes

What happens instead of that?
Window does not close

Please provide any additional information below. Attach a screenshot if
possible.

oshima@ - Are you aware of any changes that might have affected this? There is no reason I can think of why this would be specific to Settings.
