Steps to reproduce the problem:
1. create a html file,input "<input type='file' accept='image/*'>"
2. open this file with chrome;
3. click file input;
4. then the file select dialog will populate after several seconds or even more time;

What is the expected behavior?
It should be populated as soon as clicked;

What went wrong?
It populated delay;
