Non-Regression: Unnecessary default focus is seen in notification bar

Version: 53.0.2785.81/8530.69.0 (Official Build) beta-channel Peppy, Blaze, Daisy
OS: Chrome

What steps will reproduce the problem?
(1)Browse as guest>> or Sign in to user>> go to notification bar>> open the bar>> and observe

Expected: Default focus should not be seen on DND Icon
Actual: Instead focus is seen

This is a Non-Regression as seen the same behavior since M52

Issue is seen M54 as well
  
This feature is not there in M49

Issue is not applicable to Linux and Windows

Yoshiki: Please confirm whether this is an issue or intended by design

Able to reproduce the issue on Chrome OS Version:53.0.2785.81/8530.69.0 beta-channel daisy device.
