Regression: Typed letters is not seen in search field of chrome://history after restarting the browser.

Issue description

Chrome Version : 54.0.2839.0 (Official Build) 911ba12253b14bfe874a321c57031f5ac534ce31-refs/heads/master@{#414243}-32/64 bits
OS:Windows (7,8,8.1,10)

Steps:
1. Launch Chrome, navigate to chrome://history and type something(letters appears in search field)
2. Restart the browser by typing chrome://restart in ominibox.
3. Again type something and observe.

Actual: Typed letters is not seen in search field after restarting the browser, even though cursor is visible in search field.

Expected: Typed letters should be seen in search field after restarting the browser.

This is a regression issue broken in M-54, below is bisect info.

Good Build: 54.0.2832.0
Bad Build:  54.0.2833.0
