Regression:Glimpse of item list is seen after clicking on 'language settings' option.

Issue description

Chrome Version: 54.0.2839.0 (Official Build) 911ba12253b14bfe874a321c57031f5ac534ce31-refs/heads/master@{#414243} (32/64-bit) 
OS:Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings/ ,Click on 'advanced' button
(2)Click on iron icon of any language and click 'language settings' option,observe.


Actual: Glimpse of item list is seen after clicking on 'language settings' option.

Expected: Glimpse of item list should not be seen after clicking on 'language settings' option.

This is a regression issue broken in 'M53' and will soon update other info.
