Regression: Unnecessary grey highlight stays on 'Clear browsing data' on chrome://history.

Issue description

Version: 54.0.2839.0 (Official Build) 911ba12253b14bfe874a321c57031f5ac534ce31-refs/heads/master@{#414243} 64 bit  
OS: Mac(10.10.5)(10.11.5)

What steps will reproduce the problem?
1. Launch Chrome and navigate to chrome://history.
2. Pres tab key till focus is seen on 'Clear browsing data', press Space bar key such that page navigate to chrome://settings/clearBrowserData
3. Click on previous tab (i.e. chrome://history) and press 'Shift+Tab',then press 'Enter' or 'Spacebar'
4. Observe. 

Actual: Unnecessary grey highlight stays on 'Clear browsing data' after step 4.
Expected: Grey highlight should not stay on 'Clear browsing data'

This is a regression issue, broken in M-54 series, below is bisect info.

Good build: 54.0.2838.0
Bad build: 54.0.2839.0
