Homepage preference should not sync to Android devices.

ENVIRONMENT and STATS
Chrome version: 54.0.2832.0
OS: Android

REPRO STEPS
1. Sign in to Chrome on Android and on a desktop.
2. On desktop go to chrome://settings > Appearance and set homepage (home button)
3. On Android open chrome://sync-internals and select "Sync Node Browser" tab
4. Click on "Preferences" 

ACTUAL RESULTS
Observe that homepage preference is listed and the homepage set in step 2 is displayed.

EXPECTED RESULTS
Homepage preference should not be synced to Android devices (see #39 on crbug.com/374865)

This is expected within the sync node browser. The important thing is that on Android the homepage isn't consumed, and hence new tabs don't open in this case techcrunch.com. The behavior in chrome for android wasn't affected by the updated homepage right?

Yes, it is not affecting the homepage or the new tabs on Android even after force quit and re-open.
