System tray is not the same height on login screen as after login

Issue description

Version: ToT
OS: Chrome OS

What steps will reproduce the problem?
(1) Run Chrome with --login-manager
(2) Measure system tray height
(3) Login
(4) Measure system tray height

What is the expected output?
Same height.

What do you see instead?
System tray grows after logging in, probably to accommodate the profile avatar image.

Attached screenshots are at 2x scale.

Please note that issue 618735 (https://codereview.chromium.org/2502353002/ ) has changed the UI a bit.
Tested on ToT, seems like the height of system tray didn't change after signin.
