Black bar below the shelf on login screen

Issue description

Version: ToT
OS: Chrome OS

What steps will reproduce the problem?
(1) Run Chrome OS chrome with --login-manager
(2) Check the bottom of the screen

What is the expected output?
Login screen shelf extends to the bottom of the screen.

What do you see instead?
3 or so pixel gap between the bottom of display and the shelf.

Attached screenshot is at 2x scale.

Not able to reproduce on ToT for both lock screen and login screen.

Was this on device or on a local (Linux) build? If you're not seeing this on device then sounds like a WontFix to me.
Re #8: The screenshot I attached in #7 was on a linux build. 
Not seeing this on device also.
