Policy name DnsPrefetchingEnabled is missing at chrome://policy

Issue description

OS info:   M54-dev - Chrome OS 8737.0.0;54.0.2837.0 
Device :   PIT mp and Blaze mp


SUMMARY:
Policy name DnsPrefetchingEnabled is missing at chrome://policy while the chromebook is running M54-dev  Chrome OS 8737.0.0;54.0.2837.0.  But the same policy name appears on M53-beta  Chrome OS 8530.49.0; 53.0.2785.55.

What steps will reproduce the problem?
(1) Have chromebook 1 running Chrome OS 8737.0.0;54.0.2837.0. and have chromebook 2 running Chrome OS 8530.49.0; 53.0.2785.55.
(2) Enroll chromebook 1 and chromebook 2 to the same domain.
(3) Move chromebook 1 and chromebook 2 to the same organization (OU) on CPanel.
(4) Have chromebook 1 and chromebook 2 lon-in to the same domain specified in step (2).

What is the expected output?
- On both chromebooks, go to chrome://policy.
- search for policy name  DnsPrefetchingEnabled.  It should appear.


What do you see instead?
DnsPrefetchingEnabled does not appear on chromebook 1 at chrome://policy
DnsPrefetchingEnabled appears on chromebook 2 at chrome://policy

As per details seen :

This policy is deprecated in M48 and removed in M54.
