chromeos3-row1-rack1-host10 is in repair failed

AP went into this state after the jetstream_cq ran. The image seems correct, please try to reboot and get the device to 'Ready'.

Also, chromeos3-row1-rack1-host11 has the wrong build. Please run updateRouter on this.

The other APs that were replaced should be ckecked what build is on them and do one of the above to fix it.

I hit "Reverify" on host10 and it is in Ready state now.

Paul, please replace host11 with one of the Whirlwinds that is ready.

For all 4 packet captures (host10, 11, 15, 16):
- ssh into the host
- run $ cat /etc/lsb-release
- confirm that the version is 
CHROMEOS_RELEASE_DESCRIPTION=7849.0.2016_01_20_2103 (Continuous Builder - Builder: N/A) whirlwind

Please bring back the wrongly-imaged Whirlwinds for reuse.

Added the chromeos3-row1-rack1-host11 with new Whirlwind.
Checked the build numbers for all four Whirlwinds and they seem to have latest builds.
