"... has not signed Google Contributor License Agreement" error on the CQ, despite signing the CLA

In https://codereview.chromium.org/2270683002/ we got the following error message from the CQ:
The author cathiechen@tencent.com has not signed Google Contributor License Agreement. Please visit https://cla.developers.google.com to sign and manage CLA.

According to https://signcla.corp.google.com/search?q=cathiechen%40tencent.com&cla=google, cathiechen signed the CLA on Aug 18.

@phajdan.jr, can you triage this to an appropriate owner? I've marked this as P1 in case we are messing up the CLA check which could anger the lawyercats.

Sorry for messing things up, guys.
I think the reason of getting the "has not signed Google CLA" error is due to my request to join group cr-tencent-contributors was not passed. After I got the permission, things went well.
And the attached file is the shotcut of my CLA page.
