Chromebook does not update timezone back to US |

Issue descriptionChrome Version : 54.0.2831.0 OS Version: 8730.0.0 I was in London for 3 days and timezone on my Chromebook was updated accordingly. I am now back in the US, have been using device for about an hour and it is still showing UK time. Also files feedback with #wrongtimezone in it

The key issue here seems to be that we're only updating timezone on login. We should also update on waking from sleep.

Not really a Settings issue per-se, UI>Shell is the appropriate component.

@alemate, any update here? With all the travel recently, I've been going to Settings and toggling the checkbox to force auto-detection.
