Chrome error pages show fuzzy text

Reported by chrisjoh...@gmail.com, Aug 24 2016

Issue description

Chrome Version : 54.0.2838.0
Chrome Channel : Canary
OS Version : OS X 10.10.5
URLs (if applicable) : Error pages "Your connection is not private"
Other browsers tested:
  Chrome: 52.0.2743.116 (64-bit)

What steps will reproduce the problem?
1. Trigger a chrome error page (go to a domain with a self-signed certificate)
2. See the "Your connection is not private" message

What is the expected result?
The text shouldn't be fuzzy

What happens instead of that?
The text is fuzzy

Please provide any additional information below. Attach a screenshot if
possible.
 * This only happens on my Canary channel chrome (v 54), not the non-canary Chrome (v 52)
 * All other pages load perfectly fine, it's only the error pages that are fuzzy
 * Screenshot: https://i.imgur.com/1OSXhlk.png (It's double sized because my mac2imgur app makes screenshots fuzzy when it downscales on my retina display, and I didn't want that to confuse the issue)

UserAgentString: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_10_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2838.0 Safari/537.36

Can reproduce on my MacBook pro but not on my workstation monitor. Issue appears on Canary but not Stable, suggesting it is a regression. Example url - https://self-signed.badssl.com/

Elliot: I suspect you might know how to triage this further? Seems render-y related.
