Steps to reproduce the problem:
To my knowledge, CPU throttling is the first feature on the Timeline panel that takes effect outside of a recording. I.e. once you enable CPU throttling it takes effect immediately. Maybe it's time to revisit the naming of this panel (e.g. change to "Performance"?) or call out this new behavior in the UI.
