When reaching an edit field using CV navigation, it is not editeable

Issue description1. Open a page that contains edit fileds or editeable areas, such as this bug entry page. 2. Move using cv+arrow, or cv+e to an edit field 3. Try to type text. 4. Result you hear nothing and no text is entered. 5. Press tab/shift tab to get to the field and notice the field is editeable. 6. Expected result: after reaching an edit field using CV navigation you should be able to type text immediately, I think this worked fine in previous versions.Mode: force_next Version: 54.0.2830.0 Reproduction Steps: 1. 2. 3.

Logic was added to make a top level editable a container (so that navigation would descend into it). However, we were previously using the container predicate to decide whether or not to set focus; this prevents focus() on roots which sometimes triggered other side effects such as focusing a descendant. Make the focus precondition check the structuralContainer predicate instead.
