Unnecessarily previous tab gets opened on closing the context menu.

Issue descriptionChrome Version : 53.0.2785.80 (Official Build) ebe7454641c4b708806d727ce56dd9a9b39d39ee-refs/branch-heads/2785@{#737} (64-bit) OS: Mac (10.10.5, 10.11.5) What steps will reproduce the problem? 1. Launch chrome, open NTP and open chrome://settings page in another tab. 2. Now go to NTP and again go to settings page by pressing ‘Cmd’ + ‘<‘ keys. 3. Now right click on settings page and left click anywhere, observe. Actual : Unnecessarily previous tab gets opened after step 3. Expected : Previous tab should not open after step 3. This is a non-regression issue seen from M-30 (build 30.0.1549.0) Note : Issue is not seen on Windows and Linux OS.
