Language of tooltip for toolbar menu button does not change in MD history and MD settings.

Version::54.0.2838.0 (Official Build) 2ef45ff9caf531d43a366186a7c80d7307d91252-refs/heads/master@{#413929} 32/64 bit.
OS: Windows (7,8,10)

Pre-condition:1. Change the browser language to 'Hindi' or any other language.
              2. Window should be in 'Restore' mode.

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://history/ or chrome://md-setting
2. Hover the mouse on toolbar menu button and observe.

Actual: Language of tooltip for toolbar menu button does not change.
Expected: Language of tooltip for toolbar menu button should be changed.

This is non-regression issue,this is new feature introduce in 'M54' (54.0.2833.0)

The tooltip is added by me, not sure why it's not translated, but I'll take a look.

Maybe the string file hasn't been sent to translation yet, I'll check this again in 2 weeks.

Verified this morning that menu tip has been translated. Mark as fixed.
