Regression: Default search engine does not change after editing it in chrome://md-settings.

Issue description

Chrome Version: 53.0.2785.80 (Official Build) ebe7454641c4b708806d727ce56dd9a9b39d39ee-refs/branch-heads/2785@{#737}-32/64 bits
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

Steps:
1. Launch Chrome and navigate to chrome://md-settings
2. Click on 'Manage search engine' and edit the default search engine by clicking on iron icon against it.
3. Now click on back paper icon button and observe the search engine drop-down.

Actual: After step 3, default search engine does not change after editing it.

Expected: After step 3, default search engine should change after editing it.

This is regression issue broken in M-51,below is bisect info:

Good build : 51.0.2694.0
Bad build : 51.0.2695.0

Builds 51.x are pretty old, as well as build 53.x shown in the video. All those builds exhibit previous bug https://bugs.chromium.org/p/chromium/issues/detail?id=626767, which has been fixed since.

Regardless, I can still reproduce the issue you are pointing out, and I think it is a Polymer bug. Will investigate further and update this thread.
