Non-Regression : Device Frame is not seen for selected Devices in Dev tools

Version: 54.0.2837.0
OS: Chrome
Platform : 8735.0.0 (Official Build) dev-channel Daisy,Peppy,Blaze,Mighty

What steps will reproduce the problem?
(1)1.Sign into User -> Go to any page(Ex: chrome://Version)
(2)Now Press F12 to open Dev tools->Click on "Toggle device toolbar" -> Select 'Nexus 5X' from Drop down
(3)Now click on "More options" from device toolbar ->Select "Show device frame" option and observe (Please Refer Screenshot)

Expected:  Device Frame should be seen for selected Devices in Dev tools
Actual: Instead Device Frame is seen missed 

This is Non-Regression Issue as this feature is introduced from M-52

Able to reproduce the issue on Daisy using chrome version 54.0.2837.0/8735.0.0

As per comment # 2 Verified on 54.0.2840.3/8743.3.0 Daisy Build,Issue is reproducible.
Note : Issue is seen only on Chrome OS and working fine on Linux,Windows OS.

Still cannot repro. Please double check the internet connection while reproing - we are loading the images from the server.

As per comment # 4 Verified on 55.0.2862.3/8818.0.0_Dev Mighty Build and am able to repro.

Checked Issue in 59.0.3055.0/9429.0.0  dev-channel Daisy, able to repro the Issue.
