What steps will reproduce the problem?
(1)Sign in to user>> open settings page from Uber tray (Bottom right)>> try to minimize, maximize, and close the settings page>> and observe

Expected: Should be able to minimize, maximize, and close the window
Actual: Instead not able to minimize, maximize, and close the window

Note: Issue is seen on all the apps or pages which is opened as window

This is a Regression issue as issue is not seen in 53.0.2785.70/8530.62.0 (Official Build) beta-channel daisy

Issue is not seen in Linux and windows

Other steps:
1. Go to shelf>> try to open the apps using open as window>> try to close, minimize, maximize>> and observe
