What steps will reproduce the problem?
(1) Launch chrome and navigate to chrome://md-settings/help, try clicking on Detailed Information section and observe

Expected: Should be able to see the detailed build information.
Actual: Instead unable to open the link but URL changes to chrome://md-settings/help/details.

NOTE:Issue is not applicable to linux and windows.

This is a regression issue as same is working fine in M53 beta[53.0.2785.70/8530.62.0 (Official Build) beta-channel daisy]
