When resuming backgrounded tabs on Android, video is paused but controls show it as playing

1) play a video
2) switch tabs and wait ~15 seconds (during this time the media session notification shows the video as paused)
3) switch back

The video doesn't play, but its controls think it's playing, and the media session notification thinks it's playing.
