Issue description

mash preferences should not be owned by chrome.

In the long term, mash should own/access preferences without Chrome involvement.
For now, we use Chrome to get/set prefs for things like the ash shelf alignment.

I also have a related code review demonstrating a possible Mojom for that doc.

Ideally the mojom would use base::Value directly, which requires making struct_traits for those classes.

Also needs a followup with an implementation of the manager.

Closing this as fixed, Ash has a synchronized PrefService and can own prefs.
