This is related to crbug.com/590070.

When that bug above was resolved, the recovery, pnacl, and swiftshader inherited the safe default settings for using encryption on the component updater wire protocol. These components don't reuse the builtin, default component installer, therefore, the encryption settings must be set individually for each component using a different mechanism.
