the flakiness dashboard will stop reporting stale builders 1 week after no new result from these builders. This is really bad because these builders are actually running layout tests and we'll overlook real failures.

This is fallout from migrating our backend last week. I'll try to have a resolution today.

It turns out I had to get the dashboard back into a deploy-able state first and the CL to do that is going through CQ now. Still tracking down the upload failures...

test-results: turn off appstats since it isn't used. Fix dispatch now that static files are in the Go module.

test-results: increase instance class.

Many requests currently end in memory exceeded warnings.
