Two-finger vertical scrolling is jumpy on veyron_speedy

I've been seeing a lot of jank (in the form of extremely rapid jumping up and down) while doing two-finger vertical scrolling on a 52.0.2743.116 / 8350.68.0 veyron_speedy device.
