User agent not sent to HTTP proxy for FTP requests.

This doesn't seem like a huge issue, but URLRequestFtpJob doesn't set the user agent when it creates an HttpNetworkTransaction for an HTTP request to be sent over a proxy.  Since we don't reuse connections created this way for HTTP requests, doesn't seem like a huge concern, but should still probably be fixed.
